The court held that the presence of street lamps at intervals of not more than 200 yards is prima facie evidence that a length of road is a restricted road; that the prosecution is not required to negative the existence of any de-restriction order under s.15(6)(c)(ii); and that, absent an order or traffic signs specifying otherwise, the prima facie speed limit on a restricted road is 30 m.p.h. The magistrate's contrary conclusions were wrong and the appeal was allowed.
