Detention was lawful because a valid Removal Order existed, the Director had acted with reasonable diligence to effect removal, the sole material delay resulted from the applicant's refusal to cooperate in obtaining a travel document, and there was a significant risk of absconding; on balance 110 days' detention was reasonable in the circumstances.
