    Para.4 of the Fees Regulation must be read as prescribing fees payable for each licence as issued by reference to the type of security work authorised under that particular licence; the items identifying the types of work on the licence do not constitute conditions capable of variation under s.24(1) and the Authority was entitled to grant a new licence in November 1996 rather than vary the July 1996 licence; therefore the Applicant was liable for separate fees and the judicial review application fails.
