Leave to appeal against sentence out of time was refused because the applicant offered little or no justification for the long delay and the proposed grounds were not reasonably arguable; the sentencing judge had properly applied applicable sentencing guidelines, explicitly took the applicant's threats into account, and afforded generous discounts including a one third guilty plea reduction, so there was no basis to conclude the sentence was excessive or unfair.
