The Court of Appeal held the AG acted lawfully and reasonably in granting consent dated 31.5.2016 under s.9 GPA to allow Nai and Ho to pursue OS 1128; the High Court erred in quashing that consent by JR because the AG considered relevant matters, did not act in bad faith, and his consent was a legitimate means to enable the court to examine whether a historic public charitable trust had been impermissibly converted; therefore the HC order quashing the AG's consent was set aside and the appeals allowed.
