The judicial review application was premature and thus dismissed because no reviewable decision had been made: a Form A under s.4 is only a notification and the acquisition process in law commences when the Land Administrator gives public notice in Form E under s.10 following the declaration under s.8; therefore applicants were not adversely affected and s.3(6) did not apply absent proof of development approval; costs awarded to respondents.
