The Court held the purchasers were properly aggrieved only by the Minister's second-extension decision; the Minister retained statutory power under the HDA to modify Schedule H terms and to grant an extension and was entitled to exercise that power personally (the Controller cannot), there was no procedural unfairness requiring quashing because hearing purchasers individually would have made no difference in context, and the Minister's decision was neither illegal nor irrational and therefore the High Court order quashing the Minister's decision was set aside.
