The application to admit the Iskandar Report is dismissed because admitting it would allow the Applicant to circumvent earlier refusals to amend Borang N and reintroduce new heads and higher compensation amounts beyond those claimed at the Land Administrator enquiry; the Applicant failed to explain the need for the new report or reconcile conflicting valuations, and therefore did not establish the required prima facie case under the Third Schedule; paragraph 4 of the Third Schedule bars awards exceeding amounts claimed at the enquiry.
