The court held that the Disciplinary Board and Disciplinary Appeal Board directed their minds to the applicant's representations, obtained and relied on a medical report showing Methadone and Salbutamol did not explain the THC metabolite, the certification under regulation 7(2) supported disciplinary action, and the failure to appoint an investigation committee was not a reviewable procedural impropriety; therefore there was no illegality, irrationality or breach of natural justice and the judicial review was dismissed.
