The court set aside the adjudication decision and granted a stay of enforcement because the adjudicator breached natural justice and impartiality by issuing an inquisitorial order during the Movement Control Order addressed only to one party with an unreasonable deadline, misapplied statutory powers in s25 and s26 CIPAA and failed to give effect to public health regulations; those errors justified setting aside and, alternatively, staying enforcement under s16(1)(b) CIPAA; leave to enforce was dismissed and costs awarded to Itramas.
