Because the plaintiffs' claims necessarily dispute the validity of an administrative decision (the 29.06.2018 extension of time), the proper mode was judicial review; plaintiffs used the wrong mode, failed to join the Minister/Housing Controller and thus committed an abuse of process; accordingly the claims were dismissed.
