The TPM's definitions are to be applied in the present tense: asset classification is determined by the electrical configuration at the relevant time (whether the asset is electrically connected in a loop), not by the subjective intentions or future plans for staged commissioning; this interpretation is consistent with the Authority's statutory objective and promotes certainty and correct pricing signals; exceptional cases should be addressed through the statutory exemption process.
