The High Court has a residual, narrow jurisdiction to hear pre-trial judicial review of District Court decisions in criminal matters where exceptional circumstances exist; an allegation of disguised extradition that, if proven, would seriously undermine the moral integrity of the criminal justice system meets that threshold and justifies refusing the Attorney-General's strike out application so the judicial review may proceed.
