    The Court held the District Court was entitled to fix a starting point that could attract imprisonment for repeated, concerted blackmail that preyed on a victim's vulnerability and involved deliberate dishonesty and prior related offending; having balanced aggravating and mitigating factors the District Court properly imposed the least restrictive appropriate sentence of five months' community detention and $4,000 emotional harm reparation, and the sentence was not manifestly excessive.
