The respondent's requirement that the appellant use an agency had no foundation in the Act or the Home Help Regulations; the appellant produced proper accounts as required by the regulations and therefore the respondent unlawfully withheld reimbursement for valid home help payments and must pay the balance; statutory interest could not be awarded on that sum.
