The respondent did not reasonably exercise its statutory discretion under Clauses 15 and 17 because it over-relied on unpaid care by the appellant’s non-household parents and insufficiently accounted for the substantial disruption to their employment and activities; the respondent’s assessment fell outside the range of reasonable responses and the appeal is allowed in principle with quantum and costs reserved.
