Section 19(3)(b) of the Criminal Records (Clean Slate) Act 2004 permits disclosure of an eligible individual's criminal record where that record is relevant to civil proceedings before a court; accordingly the Act does not bar publication of the judgment containing the plaintiff's prior convictions and the judgment may be published.
