Removal was justified under s 21 because the executors failed to keep beneficiaries informed, unreasonably delayed providing crucial correspondence (including plaintiff brothers' responses) for around 10 months, caused ongoing delay in finalising the estate and had no identified practicable strategy, so appointment of an independent executor was expedient to protect beneficiaries' interests.
