Leave to appeal was declined because the applicant failed to demonstrate an identifiable question of law; the District Court's factual findings — that there was no evidence of a separate cervical/thoracic cover, no proper claim giving rise to deemed cover under s58, and no medical certification of increased impairment of the assessed lumbosacral injury — were supported by evidence and not so insupportable as to amount to an error of law.
