Offending fell at the top band of Class B drug offending; the Court fixed an end starting point of 12 years 6 months (11 years for possession uplifted 18 months for supply) then applied 25% credit for guilty pleas to reach an end sentence of 9 years 4 months on the possession charge; a minimum term of half the sentence was imposed (4 years 8 months) because usual parole eligibility would not adequately meet principles of denunciation, deterrence, accountability and protection; the separate supply sentence of 4 years is to be served concurrently.
