For serious commercial‑scale methamphetamine manufacture the correct starting point was 13 years increased to 14.5 years after discrete uplifts for supply, precursor production and offending on bail/prior convictions; a 20% discount for substantial, verifiable completion of Odyssey House rehabilitation (assessed by overall evaluation and bound by appellate precedents) and a 25% full plea discount were appropriate, yielding an effective custodial sentence of 8 years 6 months; no minimum period imposed because rehabilitation satisfied the purposes such a minimum serves.
