Given a pattern of serious, similar sexual offending, significant and ongoing risk evidenced by expert reports and actuarial tools (well above average risk), lack of genuine remorse or engagement with treatment, manipulative and premeditated offending over time, and insufficient protection from a finite sentence or extended supervision, preventive detention was necessary to protect the community; minimum period of imprisonment set at five years.
