Given the short interval before the substantive hearing and the materially greater risk of identification and unauthorised disclosure if a final report issued, the court held it was reasonably necessary to restrain the second respondent from completing or submitting any final report containing allegations or findings against the applicant and to restrain steps or references likely to lead to identification until the substantive hearing.
