Because no adverse finding was made against Z, the statutory framework presumes confidentiality of Standards Committee complaints, publication would cause real and material harm to Z, and the applicant misused the Court's process by failing to pursue statutory remedies, the interests of justice favour permanent name suppression for Z while the applicant's interim suppression is lifted.
