ACC did not investigate the appellant's retrospective claim to the extent required by his injury and employment history; because the medical assessment was based on incomplete and misleading information and further focussed investigation and medical opinion were necessary, the review decision was quashed and ACC was directed to consult the appellant's representative, further investigate and issue a new primary decision.
