The Court held Rule 1104(3)(c) validly permitted the Operations Manager of the RIU to approve non-race day informations; approval of the Hong Kong laboratory was not unlawful and issues about reserve sample testing are matters of admissibility and weight for the JCA; no legitimate expectation to be consulted about new testing methods was established; and the decision to lay the charge was reasonable and lawful under the mandatory disqualification regime.
