The court construed 'double sheathed' to require a cable with an additional outer moulded sheath (as represented by Exhibit E) which may then be enclosed in conduit; the installed arrangement of single-sheathed insulated wires inside split corrugated tubing (Exhibit A in Exhibit B) is not 'double sheathed' and therefore does not conform to clause 1.15 and likely does not meet the Australian wiring standards.
