Order for security for costs was granted against the 2nd Plaintiff in the sum of HK$600,000 to be provided within 28 days, failing which the Defendant's counterclaim shall be stayed; reciprocal security against the 1st Plaintiff was refused because the 1st Plaintiff's vessels remain within the jurisdiction and can be arrested; the 2nd Plaintiff's residence in South Korea and lack of reciprocal enforcement justified security; the merits did not justify refusal as both sides had arguable cases; delay was present but not so gross as to deny security; quantum was reduced to a proportionate figure.
