The court held that the word 'wilfully' in section 46 includes recklessness and that 'pretends' covers false representations which can be made recklessly; on the facts the applicant's advertisements and business cards amounted to false representations and the applicant acted recklessly in publishing them, therefore the applications for certification and leave to appeal were without reasonable argument and were dismissed.
